Wall Water Features

What is the purpose of a water fountain with a sprayer that sprays the basin and no place to drink from?

When I was in middle school there was what seemed to be a drinking fountain built into the wall, just like the other drinking fountains, but it did not have a drinking nozzle. All it had was a sprayer that sprayed the back of the fountain. I assumed it was for spitting in, but I'm not sure if it has another use. Does anyone know if it was designed for spitting in? It was located near the field house, if that helps.

1. someone removed the part that turned it into a fountain. When the head got removed, all the water would do is spray the back of the fountain. Basically, it was vandalized.
